how to get money back thru paypal

think ive been done for £70 , used this person b4 with no trouble. won item on 30th may to be sent 1st class recorded, on previous dealings 1-2 days max for delivery from this person . checked myebay and it says he is no longer a registered user of ebay so emailed him and he says he sent item on 31st but royal mail website not backing up his reference number. he usually has 3-5 items a day on ebay but nothing for last couple of days and also says he is going on hols on 5th til 19th june. everything seems a bit suss to me.

how long do i give it b4 getting onto paypal/ebay if nothing arrives on monday???.
can i get money back if he is no longer a member of ebay????
where do i stand

If he is No Longer registered, usually means eBay have banned them for exactly what you have described.

I have just finished a dispute, with someone for non payment and their status was changed to No Longer registered, immediately after the dispute had ended.

It can also be used as Suspension by ebay until things are sorted as well

Personally I would stick in a claim now saying you have not received the item and the user is no longer reigistered on Ebay so therefor you have no faith in the seller actually sending the item.
I have done this a few times (I buy and sell a lot of phones on Ebay) and what it does is freeze your money in his account (if he hasnt withdrawn it aldready) until he can prove the item has been delivered or you cancel the dispute.

As you paid with Paypal you file with them first as hopefully your money is still in the sellers account.
Just log in and file a claim.

No point in getting in touch with Ebay yet .. they will just refer you to Paypal anyway. Total waste of time they both are to be honest.

Because Ebay will not even entertain a claim until the buyer has gone through Paypal .. try logging on to Ebay and making a claim .. you will taken through a list of questions and if you paid by paypal you are directed to their web page.
By all means go the ebay route if it fails with paypal but up until then there is no point.
