imo i would get the cheapest 50cc motor you can, for the simple reason that in 1 years time you will either scrap/sell it for either a 125cc ( thats where the real fun is) or get yourself a car
ive been a biker for a while now and i started on a honda MT5 then moved up to a honda MTX 125cc out of all of the bikes i have had i can say without a word of a lie the MTX 125cc was one of the best, most reailable bikes i have ever owned. MT5->MTX->suzuki Gsx250->Honda VFR 400RR ( nice and fast, but also great for losing your licence ->yamaha XT 600
so i suppose itys up to you m8, if you get a bike and you really like it, get yourself and 125 and you will love it, i have both my bike and car licence and tbh i hate driving around in a car, once you have been on a bike i think you will understand.
as far as insurance goes, your goner get stung at 16, most insurance companys are going to look at you and rip you a new one so 1 way around this is if your parents are feeling brave is too get your dad to insure the bike for you and have you as a named driver then once you hit 17 you should fine that the insurance has goner down alot where you shoudl be able to afford it yourself
